Noul model a fost lansat in 1969 si inglobeaza o serie de modificari fata de M461.
La sfarsitul anilor ’60 normele privind productia de automobile nu erau uniforme la nivel european. Spre exemplu Italia solicita lampi de semnalizare fata de culoare alba, asa incat exemplarele M461 livrate aici au avut astfel de lampi si in plus pe lateralele aripilor fata au fost montate lampi de semnalizare galbene de tipul celor folosite la Fiat 500/850. Reglementarile prevedeau lampi de semnalizare/stop de dimensiuni sporite fata de cele care echipau modelul M461 asa incat ARO M461 C a fost dotat cu semnalizatoare fata dreptungiulare, fiind usor modificat si designul aripilor, pentru piata italiana automobilele primind semnalizatoare albe de Fiat 1100/1300. Constructorii musceleni au preferat sa importe lampi de semnalizare din fosta R.D.G. modelul fiind utilizat si de firma Trabant. Producatorul din R.D.G., firma Ruhla, a livrat in prima faza un model mai vechi cu rama metalica independenta iar ulterior modelul cu rama cromata incorporata in plastic. Tot apelandu-se la importuri s-au rezolvat si alte probleme generate de repere a caror fiabilitate dadea mari batai de cap producatorului muscelean: bratele si lamele de stergatoare (R.D.G.), contactul cu revenire (Polonia), motorasele stergatoarelor de parbriz (R.D.G.), kilometrajul si ceasurile de bord (Franta). Modelul beneficia de un nou tip de bord, care pastra arhitectura initiala dar care renunta la ceasurile dreptunghiulare produse de Balanta Sibiu in favoarea a patru ceasuri rotunde si a unui nou tip de vitezometru. Intre timp uzina “Electro-Precizia Sacele » prelua de de la firma franceza Jaeger licenta si producea ceasurile martor (presiunea uleiului, tensiune, temperatura apei si nivelul de carburant) si vitezometrul acestea fiind ulterior montate pe majoritatea vehiculelor produse in tara. Stopurile au fost si ele inlocuite cu unele de dimensiuni majorate prodese la ELBA Timisoara. Dinamul lasa locul unui modern alternator (tip 1111) produs tot de uzina din Sacele. In spiritul noilor reglementari europene gura de umplere a rezervorului a fost mutata pe partea dreapta, aceasta nemaifiind in exteriorul caroseriei si mai mult fiind protejata de un capac prevazut cu sistem de inchidere cu cheie. S-a renuntat la pornirea prin actionarea demarorului de la buton, optandu-se pentru un contact cu revenire. Fata de modelul precedent buzunarele de tip plic aplicate pe interiorul portierelor nu mai sunt realizate din stofa ci sunt realizate din vinilin de culoare neagra. La prelata se renunta la geamurile laterale, luneta devenind mult mai mare si fiind realizat la unele modele din plastic iar la altele din geam de 6 mm. Geamurile portierelor primesc un nou sistem de actionare, preluat de la Dacia 1100. Pentru export prelata avea doua geamuri laterale si o luneta de mari dimensiuni, realizate din material plastic subtire. Blocul de lumini este si el inlocuit. Putem spune ca toate aceste modificari insumate cu perfectionarea metodelor de productie au condus la atingerea unui inalt nivel de calitate fapt care a sporit cererile la export.
Din motive fiscale modelele destinate exportului, pe anumite piete, au fost dotate cu motoare de 2495 cmc, 80 CP la 4200 rpm si raport de compresie 8:1, denumite ARO L-25, capacitate cilindrica obtinuta prin micsorarea cursei pistonului cu 0.6 mm. Motorul M207 care echipase si modelul M461 si in primii ani de productie ARO M461 C sufera o serie de imbunatatiri incepand cu anul 1973 si este redenumit M20. Modificarile principale vizau sistemul de ungere, pompa de ulei fiind reproiectata si repozitionata central in partea inferiora la tipul M20, filtrul de ulei cu cartus fiind mutat de pe partea stanga pe partea dreapta a motorului. Carburatorul ramane acelasi ca si in cazul modelului M461, W 207/42 DSR-1 fiind fabricat la uzina Carfil Brasov sub licenta Weber (Italia). Bobina de inductie BAR 1 este inlocuita cu modelul 3130 UEPS. M461 si ARO M461 folosesc acelasi tip de electromotor, D 1,2-12 produs de U.M.E.B. Bucuresti.
